On September 27-28, 2017, a training "Strategic Planning: How to make a plan a practical tool for development" was held in Mogilev Region.
The purpose of the training is to teach the staff of the project to use a plan as a practical tool for the sustainable development of the region. Representatives of the pilot region including 5 districts of the Mogilev region: Bykhovsky, Klichevsky, Krasnopolsky, Slavgorodsky and Cherikovsky took part in the event. This training is the next stage in a series of trainings towards developing of a strategic plan for regional development on the way to sustainable development of the pilot region. The training was delivered by an expert from Germany Martina Bachmeier, a representative of the People's University of Kam district / Volkshochschule im Landkreis Cham.
The German-Czech experience in interregional interaction was presented on the training on the example of the «Cherchov Plus» coalition, which has existed for more than 15 years and includes 6 German and 14 Czech municipalities. As an example, a contract that defines the rights and obligations of the partners, signed by all parties, was analyzed. As a training workshop, the participants of the training wrote down the main points of the agreement (partners, purpose, meetings, decisions, finances, etc.), which can be concluded between the five regions for long-term cooperation. Also, as an example, the participants formulated the strategy of the future for "Cherhov plus" coalition, the elements of management and reporting that allows monitoring the development of the coalition.
The theme of the second day concerned the project activity of the coalition. The subjects of the projects, which are submitted to the EU competitions by the German-Czech project management team, were discussed in details. The experience of the projects, which have already been implemented in the territory of the “Cherhov Plus” coalition, was demonstrated as an example.
The participants of the event studied the German experience and defined the main points that can be used to create a common action plan for regional development.
The results of the training will allow the representatives of the districts (local authorities and non-profit organizations) to make joint efforts on management processes of local development in order to implement successfully the common regional action plan by elaborating and promoting long-term development projects to attract external resources.
The event was held in the framework of the project "Networking and Strategic Planning of Development of the Mogilev Region Depressed Rural Areas", implemented by the International Foundation for Rural Development in partnership with the Slavgorod, Krasnopolie, Cherikov, Klichev and Bykhov district Executive Committees and Mogilev Region Deputy Councils. This project is implemented with the cooperation of Belarus Support Programme (SPB). The Belarus Support Programme is implemented by the Dortmund International Educational Center (IBB Dortmund) on behalf of the Ministry for Economic Cooperation and Development (BMZ) and the German Society for International Cooperation (GIZ).
